Kurangkan caruman KWSP dibenar ~malaysiakini

Semalam kawan baik Altantuya dah umumkan penurunan caruman KWSP untuk rakyat dan Syarikat. Kononnya nak bagi rakyat lebih berbelanja.

Cuba kita fikirkan sejenak siapa yang dapat habuan...

3% turun untuk rakyat berbelanja (Duit kita habis hangus...)
Manakala pada majikan turun 1% (untung majikan sebab tak payah carum untuk pekerja.)

Kalau gaji RM1,000, jumlah tidak potong untuk KWSP adalah cuma RM30.00 (3%) sebulan.

Jumlah ni besar ke kecil masa ni...

Dengan pengurangan 1% dan 3% itu, majikan akan untung 1%, manakala peniaga yang menerima wang yang kita belanjakan itu untung sebanyak 3%. Sebulan lebih RM30.00 sekarang ni, cuma celah gigi je.

Bijak sungguh idea kawan baik Altantuya ni....

Saranan kerajaan untuk membenarkan pengurangan caruman pekerja dalam Kumpulan Wang Simpanan Pekerja (KWSP) tidak akan meninggalkan sebarang kesan positif kepada pekerja.

Presiden Kongres Kesatuan Pekerja-Pekerja Malaysia atau MTUC, Syed Shahir Syed Mohamud berkata tindakan tersebut tidak akan mengurangkan beban pekerja malah mengakibatkan kerugian pada masa hadapan.

"Berdasarkan pengalaman yang lepas, sekiranya amalan ini diteruskan ia akan mengakibatkan kerugian dalam jangka panjang," katanya ketika dihubungi Harakahdaily.

Hal tersebut ujarnya adalah bergantung kepada kadar caruman yang dibuat pekerja ke atas pendapatan mereka yang sekaligus akan mengurangkan kadar dividen yang akan diperolehi.

Ketika ditanya mengenai faedah yang dinyatakan kerajaan langkah tersebut sebagai mekanisme menambah pendapatan boleh pekerja, beliau menyatakan ianya kurang jelas.

"Tambah macam mana? mungkin kurang wang caruman boleh memberikan ruang pencarum berbelanja wang gaji mereka daripada bahagian yang sepatutnya ditabung dalam KWSP.

"Tetapi wang tidak bertambah kerana gaji tetap sama, lainlah kalau gaji dinaikkkan," ujarnya.

Justeru katanya, adalah lebih baik sekiranya para pekerja mengekalkan kadar caruman yang sedia ada bagi memastikan kesannya pada masa akan datang.

"Saya berpendapat ianya (kadar caruman) lebih baik dikekalkan kerana ia sememangnya simpanan untuk manafaat di hari tua kelak.

"Ini kerana negara kita tidak mempunyai sistem pemberian pencen kepada pekerja daripada sektor swasta seperti mana yang diamalkan sesetengah negara lain," katanya lagi.

Lagipun jelasnya, dalam amalan rakyat di Malaysia apa yang dicadangkan oleh kerajaan mengenai pengurangan kadar caruman ini biasanya akan diikuti dan diterima umum.

Semalam Najib yang juga Timbalan Perdana Menteri berkata, pada masa ini, caruman majikan kepada KWSP adalah 12 peratus manakala caruman pekerja adalah 11 peratus.

Sebagai langkah untuk menambah pendapatan boleh guna pekerja, kerajaan akan membenarkan pekerja mengurangkan potongan caruman pekerja Kumpulan Wang Simpanan Pekerja (KWSP) secara sukarela sebanyak tiga peratus, selama dua tahun, mulai 1 Januari 2009.

Dengan penurunan ini, jumlah caruman masih pada tahap munasabah 20 peratus iaitu 12 peratus bagi majikan dan 8 peratus bagi pekerja, Timbalan Perdana Menteri Datuk Seri Najib Tun Razak.

"Seseorang yang berpendapatan RM2,000 sebulan akan memperoleh pendapatan boleh guna tambahan sebanyak RM60 sebulan, manakala seseorang yang berpendapatan RM6,000 sebulan akan memperoleh pendapatan boleh guna tambahan sebanyak RM180 sebulan.

"Sekiranya semua pencarum memilih untuk mengurangkan caruman, jumlah yang terlibat adalah RM4.8 bilion setahun.

"Sekiranya kita mengandaikan bahawa hanya 50 peratus daripada pencarum akan menggunakan kemudahan ini, perbelanjaan penggunaan swasta dijangka meningkat sebanyak RM2.4 bilion," kata Najib ketika menggulung perbahasan Bajet 2009 bagi Kementerian Kewangan di Dewan Rakyat.

Pada masa ini, caruman majikan kepada KWSP adalah 12 peratus manakala caruman pekerja adalah 11 peratus.

Untuk memudahkan penjawat awam memiliki kereta, kerajaan akan meningkatkan had kelayakan pinjaman kereta bagi penjawat awam seperti berikut:

+ Bagi gred JUSA, had kelayakan dinaikkan daripada RM60,000 kepada RM70,000;

+ Bagi gred 41 hingga 54, had kelayakan dinaikkan daripada RM55,000 kepada RM65,000; dan,

+ Bagi kumpulan sokongan, had kelayakan dinaikkan daripada RM45,000 kepada RM55,000.

Penjawat awam juga akan diberi kebenaran untuk mengambil pinjaman perumahan bagi hartanah di pasaran sekunder di mana hak milik strata belum dikeluarkan, kata Najib.

Katanya, tempoh bayaran balik bagi pinjaman perumahan baru kakitangan kerajaan dilanjutkan daripada 25 tahun kepada 30 tahun.

"Untuk memastikan peminjam sedia ada mendapat kemudahan yang sama, peminjam diberi pilihan untuk melanjutkan tempoh pinjaman kepada 30 tahun.

"Langkah ini akan dapat membantu menambah pendapatan boleh guna peminjam.

"Sebagai contoh, seorang penjawat awam yang kini mempunyai pinjaman sebanyak RM190,000 selama 25 tahun, dan telah pun menjelaskan pinjaman beliau selama 10 tahun, dengan melanjutkan tempoh pinjamannya, beliau dapat mengurangkan ansuran bulanannya daripada RM1,000 sebulan kepada RM820 sebulan iaitu lebihan pendapatan boleh guna sebanyak RM180 sebulan," katanya.

Najib berkata kerajaan, melalui Bank Negara, juga akan menyaran dan menggesa pihak bank mengambil inisiatif untuk memberi kelonggaran dan menstrukturkan semula pinjaman bagi peminjam-peminjam yang memerlukan.

Najib Tak Hormat Dewan



Parlimen Malaysia merupakan salah satu tiang seri utama kepada institusi demokrasi di Malaysia. Dewan Rakyat dan Dewan Negara adalah pentas bagi wakil-wakil yang dipilih untuk menyuarakan hasrat hati serta menjaga kepentingan rakyat keseluruhannya. Di atas semangat inilah Parlimen bukan sekadar bongkah batu kosong, akan tetapi kukuh terbina sebagai sebuah institusi.

Oleh itu menjadi tanggungjawab ahli-ahli dua dewan perundangan tersebut untuk memastikan kepentingan rakyat dan negara menjadi pertimbangan utama, bukannya kepentingan politik kepartian.

Hari ini ahli-ahli Parlimen Pakatan Rakyat mengambil keputusan untuk keluar dari Dewan yang mulia sewaktu Menteri Kewangan menggulung perbahasan belanjawan 2009. Tindakan ini terpaksa diambil kerana YB Menteri secara jelas bertindak di luar dari batasan semangat Parlimen Malaysia.

Selaku Menteri Kewangan dan Timbalan Perdana Menteri, Datuk Seri Najib Razak sudah tentu sedar ucapan penggulungan beliau akan memberi kesan kepada negara, justeru amat penting ucapan tersebut dibahaskan dengan teliti oleh Ahli-Ahli Dewan Rakyat.

Namun, keengganan YB Menteri Kewangan untuk membenarkan sebarang celahan, pertanyaan dan penjelasan sewaktu beliau menggulung perbahasan Belanjawan 2009 amat dikesali kerana beliau sanggup membelakangkan kepentingan umum. Satelah berulangkali menuntut jawapan, dan menunggu selama satu jam, Menteri Kewangan tetap berdegil dan enggan memberikan laluan.

Sejarah Parlimen Malaysia yang sudahpun menjangkau usia separuh abad, buat pertama kalinya, menyaksikan Menteri Kewangan enggan dan gagal melayani perbahasan belanjawan. Adalah malang sekiranya Dewan Rakyat yang menjadi tempat undang-undang dibentuk dan polisi nasional dibentangkan tidak lagi dihormati.

SARANAN PAKATAN RAKYAT

UNTUK BELANJAWAN 2009

PENDAHULUAN
Pakatan Rakyat dengan penuh rasa tanggungjawab ingin mengemukakan beberapa cadangan kepada Dewan Rakyat ketika ahli Parlimen masih meneruskan perbahasan Belanjawan 2009 yang telah dibentangkan pada 29 Ogos tahun ini. Saranan kami dikemukakan berdasarkan realiti terkini krisis ekonomi dan kewangan global, kejatuhan teruk pasaran komoditi serta kesan beberapa faktor lainnya terhadap Malaysia.
Kepincangan Belanjawan 2009 tampak jelas, bukan sahaja pada jangkaannya tetapi juga preskripsi untuk mengemudi negara bagi mengharungi badai kemelesetan ekonomi global yang dijangka berpanjangan pada 2008 dan 2009.

Kepimpinan negara seolah-olah tidak mempunyai arah tuju dan seperti tidak menyedari kemunculan cabaran dalam bentuk inflasi, peningkatan pengangguran dan penguncupan kemasukan dana asing. Yang lebih menakutkan adalah sikap tidak mahu mengakui (state of denial) ramalan kemuraman ekonomi.

Kebanyakan negara maju, yang selama ini menjadi rakan dagang penting ekonomi Malaysia, sedang bersiap sedia bagi menghadapi kemungkinan berlakunya kemelesetan ekonomi terburuk semenjak dari setengah abad yang lalu. Namun para pemimpin kita masih belum atau tidak langsung membuat sebarang kenyataan atau merangka polisi yang menunjukkan pemahaman mereka terhadap realiti ini.

There is a pressing need for a meaningful exchange of ideas by lawmakers on both sides of the political divide to formulate a more credible budget and a more responsible plan to allocate and spend the money that has been entrusted upon the government by its rightful stewards, the people of Malaysia.

Terdapat keperluan mendesak bagi Ahli Dewan dari kedua-dua belah pihak untuk bertukar-tukar fikiran bagi merangka belanjawan yang lebih dipercayai serta rancangan yang lebih bertanggungjawab untuk mengurus dan membelanjakan perbendaharaan negara.

Parti pemerintah setakat ini telah membuktikan bahawa mereka tidak mampu mendepani dialog sebegini. Pandangan yang dibentangkan oleh Pakatan Rakyat tidak dibahaskan dengan baik kerana kebanyakan Ahli Dewan Rakyat BN dan para Menterinya tidak menghadirkan diri di Dewan Rakyat. Ini mencerminkan sikap sombong dan ketidakprihatinan terhadap penderitaan rakyat yang hidup menderita akibat kesan dari situasi ekonomi yang tidak menentu.

Kami percaya kepada proses demokrasi dan berpegang teguh dengan janji kami kepada rakyat Malaysia. Kami mewakili kepentingan mereka dan akan berjuang bersungguh-sungguh untuk menentang korupsi dan kronisme yang telah menjadi sebab utama kepada ketidaktentuan ekonomi negara ini.

Kami akan melaksanakan tugas kami bagi mendesak kerajaan supaya bertanggungjawab dalam hal ini demi memastikan sumbangan para pembayar cukai dan kekayaan hasil semulajadi negara ini dapat dimanfaatkan sebaiknya untuk rakyat dan masa depan negara ini.

SENARIO EKONOMI GLOBAL, CABARAN KEPADA MALAYSIA

1. Ekonomi global kini berdepan ancaman kemelesetan berterusan dan berpanjangan. Terdapat tanda-tanda kegagalan sistem dalam kedua-dua pasaran kewangan serta ekonomi secara keseluruhannya apabila permintaan terhadap bahan asas dan barangan siap semakin menguncup seluruh dunia. Para cendekiawan percaya bahawa walaupun pasaran kewangan mungkin akan meningkat semula dalam masa terdekat, kesannya terhadap pembangunan ekonomi secara keseluruhannya akan berterusan.

2. Dalam ekonomi global, tidak dapat tidak kesan daripada krisis akan dirasakan seluruh dunia dan di dalam ekonomi berorientasikan eksport seperti Malaysia negara ini perlu melakukan persediaan bagi menghadapi cabaran mendatang.

3. Kini dalam suku terakhir tahun 2008 data yang ada seakan membuktikan apa yang telah dijangka pada awal tahun ini. Analisis mutakhir Malaysian Institute Economic Research menjangkakan pembangunan akan merencat ke 3.4% pada 2009 dan kemungkinan kemelesetan sebenar berlaku tahun depan perlu difikirkan secara serius. Ini mengesahkan jangkaan para pakar ekonomi antarabangsa dan juga di rantau ini ramalan kerajaan bahawa pertumbuhan negara sebanyak 5.4% boleh dikatakan terlalu optimistik.

4. Sepanjang penguncupan ekonomi yang telah berlaku pada bulan September dan Oktober, kerajaan hari ini telah secara berterusan menafikan Malaysia akan terkesan walaupun kita sedang menghadapi inflasi tertinggi dalam masa dua dekad akibat kegagalan kerajaan menguruskan subsidi petroleum. Turut membimbangkan adalah aliran pengangguran dan Indeks Komposit BSKL yang menjunam di bawah aras 900 mata.

5. Kenyataan oleh pihak kerajaan menunjukkan penafian berterusan terhadap realiti dan ini akan mencetuskan rasa selamat yang palsu di kalangan rakyat yang sepatutnya kini mengambil langkah sewajarnya bagi mendepani kesukaran mendatang. Strategi begini akhirnya akan memakan diri, dan menyebabkan negara ini dan kebanyakan dari rakyatnya dalam keadaan menderita.

6. Belanjawan 2009 yang dicadangkan oleh kerajaan adalah tidak realistik dalam jangkaan pendapatan keseluruhan apabila harga komoditi telah jatuh secara dramatik. Paras perbelanjaan defisit akan semakin bertambah walaupun kami percaya kelompok sasaran untuk perbelanjaan tidak akan memberikan rangsangan secukupnya terhadap ekonomi dalam menghadapi kemungkinan kemelesetan.

7. Tambahan pula pakar secara meluas telah mengkritik bajet ini yang dikatakan walaupun tidak menghukum perniagaan, tetapi pada masa yang sama tidak akan melakukan apa-apa untuk menggalakkan perniagaan. Rancangan ini tidak mempunyai inisiatif berkesan bagi menggalakkan perniagaan kecil mahupun besar, serta tidak mengandungi gagasan besar bagi memperbaiki daya saing Malaysia dalam menghadapi penguncupan ekonomi.

KEGAGALAN KERAJAAN BN DALAM MEMBERI REAKSI AWAL TERHADAP KRISIS PASARAN

8. Kerajaan Malaysia berterusan menafikan bahawa negara akan terjejas teruk berikutan kemerosotan pasaran bermula sejak bulan September lalu. Para menteri sering menegaskan kepada umum bahawa asas ekonomi negara kita kukuh dan mampu untuk berhadapan dengan krisis kewangan global terkini. Ironinya hanya Malaysia yang percaya ianya kebal daripada kesan krisis tersebut. Mutakhir ini menteri kewangan mengakui hakikat bahawa Malaysia akan terkesan dari kemelesetan global dan telah menyatakan unjuran KDNK akan diturunkan. Kendatipun begitu beliau mengulangi kenyataan bahawa asas ekonomi masih kukuh dan tidak mungkin negara akan mengalami kemelesetan.

9. Kegagalan menteri kewangan memahami bahaya situasi ini dapat dilihat dari kemiskinan inisiatif untuk menyemak semula Belanjawan 2009 sebagai reaksi kepada realiti baru pasaran. Apa yang membimbangkan ialah keyakinan beliau bahawa negara ini mampu menanggung peningkatan belanja pengurusan yang besar meskipun pendapatan negara dijangka berkurang.

10. Kegagalan menanggapi bahaya krisis kewangan global yang akan dihadapi rakyat Malaysia pada tahun 2009 dicerminkan melalui dasar-dasar yang tidak logik, haru-biru dan tidak menentu.

11. Cadangan menteri kewangan untuk menyuntik RM5 Billion kepada Valuecap Sdn. Bhd. tidak membawa sebarang makna selain memangkin segelintir syarikat sahaja dalam pasaran saham, mengulangi bentuk salah guna kuasa dan salah agih dana awam yang berlaku pada tahun 1997. Suntikan 1% ekuiti ke dalam Bursa Malaysia tidak akan memberi sebarang kesan baik kepada pasaran saham. Penggunaan dana Kumpulan Wang Simpanan Pekerja untuk sebuah syarikat pelaburan persendirian yang kabur hanyalah satu cara untuk mengambil wang rakyat Malaysia bagi menyelamatkan kepentingan minoriti terpilih. Sehingga kini tiada jaminan Kementerian Kewangan berhubung pinjaman KWSP ini dan kadar pulangannya sekurang-kurangnya menyamai dividen KWSP sebanyak 5.8%.

12. Pengumuman Menteri Kewangan untuk memulihkan persekitaran pelaburan amat kabur. Sebarang program pemulihan persekitaran pelaburan hanya boleh dicapai dengan mengambil langkah positif untuk meyakinkan pelabur luar dengan memastikan polisi berkaitan hak pemilikan ekuiti pelabur, perlaksanaan kontrak, kebebasan kehakiman dan profesionalisme sistem pendakwaan dan penguatkuasaan undang-undang. Langkah yang bercelaru tidak akan mampu untuk menghalang aliran keluar pelaburan dari Malaysia yang sudah pun mencecah angka RM125 billion pada tahun 2008.

CADANGAN PERUNTUKAN BELANJAWAN PAKATAN RAKYAT

13. Untuk tahun 2009, Pakatan Rakyat menjangkakan pengurangan dalam pendapatan kerajaan sebanyak 11% kepada lebih kurang RM157 bilion berbanding anggaran BN sebanyak RM176 bilion, yang berpunca daripada kejatuhan harga komoditi dan kemerosotan KDNK akibat kemelesetan global.

14. Dalam membuat anggaran pendapatan untuk tahun 2009, kami berdasarkan harga komoditi utama:

a) harga minyak mentah (tapis blend) USD80/barrel
b) harga sawit mentah RM1,700/ton

15. Untuk memastikan tanggungjawab fiskal, kami mencadangkan pengurangan 15.5% dalam perbelanjaan mengurus daripada cadangan BN sebanyak RM154 bilion kepada RM129 bilion. Peningkatan 20% dalam perbelanjaan kerajaan seperti yang dicadangkan BN adalah tidak mapan memandangkan kemerosotan pendapatan dan tidak mencerminkan sikap berjimat-cermat ketika negara berhadapan dengan kesukaran ekonomi. Peningkatan mengejut dalam belanjawan kerajaan adalah tanda-tanda pembaziran dan ketidakcekapan. Kita tidak akan mengurangkan gaji. Kita juga menjangkakan penjimatan besar sekitar RM10 bilion dengan mengurangkan rasuah dan melaksanakan tender terbuka untuk perolehan kerajaan.

16. Malaysia telah melaksanakan belanjawan defisit selama 11 tahun berturut-turut di bawah pemerintahan Barisan Nasional. Trend ini akan berterusan pada tahun 2009 untuk mengekalkan aktiviti ekonomi ketika era penguncupan ekonomi walaupun Pakatan Rakyat percaya bahawa belanjawaan itu boleh diseimbangkan pada masa terdekat. Kami menjangkakan defisit belanjawan akan menghampiri 3.0%.

17. Walaupun kami akan mengurangkan jumlah perbelanjaan kerajaan untuk memastikan defisit belanjawan berada dalam lingkungan yang dapat diterima kami masih mencadangkan belanjawan rangsangan dan akan memperuntukkan perbelanjaan daripada peruntukan operasi kerajaan kepada projek pembangunan, yang kami percaya memiliki kesan berganda yang tertinggi dalam keseluruhan ekonomi.

18. Pengurangan dan peruntukan semula dalam perbelanjaan akan diperkenalkan:

Perbelanjaan Mengurus:

Perbekalan dan perkhidmatan dikurangkan daripada RM26.5 bilion kepada RM18 bilion dengan menghapuskan pembaziran tanpa menjejaskan usaha menyokong perbekalan produk tempatan. Pengurangan ini adalah konsisten dengan kadar peruntukan pada tahun 2005.

19. Kami telah memilih pendidikan, pengangkutan awam dan perumahan sebagai sektor yang akan memperlihan peningkatan besar dalam perbelanjaan pembangunan kerana kami percaya ia mampu memberikan pulangan dengan cepat dengan lebih banyak kesan berganda dalam usaha memperkuatkan ekonomi pada tahun 2009.

20. Kami juga akan mempercepatkan bayaran kerajaan kepada kontraktor untuk mengurangkan masalah aliran tunai mereka. Pengurangan masa pusing balik akan mempercepatkan pengedaran wang tunai.

PENDIDIKAN - MELABUR DALAM MODAL INSAN
21. Kami mencadangkan peningkatan besar dalam peruntukan untuk pendidikan daripada RM8.4 bilion pada tahun 2008 kepada RM11.86 bilion pada tahun 2009. Peningkatan ini hampir RM2 bilion lebih banyak daripada yang dicadangkan Barisan Nasional.

22. Pakatan Rakyat akan memperuntukkan sebahagian daripada belanjawan untuk pendidikan bagi memastikan semua sekolah rendah dilengkapkan dengan kemudahan elektrik dan air bersih. Setakat tahun 2006, 10.1% atau 767 sekolah rendah dan 1.4% atau 28 sekolah menengah tidak memiliki bekalan elektrik yang konsisten. Sementara 20% sekolah rendah atau 1,517 dan 3.4% atau 68 buah sekolah menengah tidak mempunyai bekalan air bersih. Peruntukan ini akan membantu banyak sekolah di Sabah dan Sarawak.

23. Selain itu, guru-guru akan diberikan peningkatan gaji purata 20 peratus bagi menarik kalangan yang terbaik untuk menyertai bidang perguruan. Langkah ini akan mengatasi masalah kekurangan guru dan meningkatkan kualiti guru-guru yang mempunyai tanggungjawab besar mendidik anak-anak muda. Peningkatan skala gaji ini dijangka melibatkan kos sebanyak RM200 juta bagi 330,000 guru sekolah rendah dan menengah.

24. Peruntukan khas sebanyak RM10 juta juga akan diberikan bagi menyelesaikan masalah buta huruf yang dihadapi 115,000 atau 7.7 peratus pelajar sekolah rendah.

25. Kami percaya pelaburan yang lebih tinggi untuk R&D tempatan akan merangsang ekonomi, mewujudkan peluang pekerjaan dan menghasilkan kumpulan profesional dengan kemahiran yang diperlukan untuk berkhidmat di pasaran tempatan dan global. Perbelanjaan R&D ini perlu dihubungkan dengan sistem universiti tempatan bagi meningkatkan kualiti penyelidikan dalam sistem universiti dan membina kemampuan tempatan dalam inovasi dan keusahawanan.

26. Institusi pendidikan menengah dan rendah akan diperbaiki dengan berbelanja untuk pengajar yang lebih berkelayakan, kemudahan penyelidikan dan pembangunan yang lebih baik, dan peruntukan untuk menggalakkan penyelidikan dalam bidang pertumbuhan utama ekonomi termasuk teknologi, pertanian dan penghasilan tenaga bersih.

INISIATIF STRATEGIK PENGANGKUTAN AWAM

27. Pakatan Rakyat menganggap infrastruktur pengangkutan awam merupakan kepentingan untuk pelaburan serta suatu penambahbaikan utama dalam meningkatkan kualiti hidup di bandaraya-bandaraya dan kecekapan zon ekonomi utama. PR akan meningkatkan kualiti infrastruktur pengangkutan negara dengan mengoptimumkan perbelanjaan pembangunan sektor berkenaan dan menjimatkan kos dengan mempastikan tender terbuka bagi kesemua projek infrastruktur.

28. Kesesakan lalulintas telah menjadi masalah utama di kawasan bandar yang sesak - Lembah Klang, Pulau Pinang dan Johor Bahru. Satu pelan dasar bagi jaringan landasan “Lingkaran Lembah Klang” akan turut dibangunkan bagi memperbaiki jaringan antara bandar kecil, melepasi kesesakan pusat bandaraya Kuala Lumpur. Kita percaya Lingkaran Tengah Luar Pulau Pinang adalah projek penting untuk mengurangkan kesesakan lalulintas dan merangsang ekonomi Pulau Pinang.

29. Kami mencadangkan peningkatan besar dalam pembiayaan untuk bas antara bandar di Kuala Lumpur, Johor, Pulau Pinang, Kota Kinabalu dan Kuching sebagai satu langkah penting dalam menjawab masalah kemiskinan / ketidakwujudan perkhidmatan landasan dan kesesakan trafik.

30. PR juga mendokong polisi untuk memperkukuh dan mewujudkan jaringan pengangkutan awam seluruh negara dengan cara menghubungkan semula bandaraya ‘lama’ seperti Ipoh, Seremban, Melaka dan Alor Star dengan perkhidmatan keretapi yang pantas dan boleh diharapkan.

31. Sebagai tambahan kita juga akan menghubungkan Pantai Timur dan Pantai Barat dengan jaringan keretapi.

MENYOKONG PEMILIKAN PERUMAHAN

32. Sektor pembinaan memiliki jaringan dalam dan luar melibatkan 150 sub-sektor dalam ekonomi - daripada pembinaan bangunan, pengeluaran material bangunan, hartanah, kredit dan kewangan, perkhidmatan perdagangan dan bahan binaan, pengubahsuaian, khidmat perundingan dan sebagainya. Kami memperuntukkan tambahan sejumlah Rm1 billion untuk pembangunan perumahan, lebih daripada dua kali ganda yang ditawarkan kerajaan dalam belanjawan 2009.

33. Sebagai tambahan untuk menyokong pembangunan infrastruktur yang penting, Pakatan Rakyat akan menyediakan sejumlah peruntukan yang cukup untuk perbelanjaan projek perumahan bagi menjana pertumbuhan dan menekankan keperluan kritikal untuk perumahan terutamanya bagi Rakyat kelas pertengahan dan berpendapatan rendah.

34. Lebih banyak perumahan kos rendah dan sederhana akan dibina dengan penilaian semula harga siling untuk perumahan kos rendah dengan perhitungan kos material pembinaan semasa.

35. Pakatan Rakyat akan menyediakan dana pinjaman mudah untuk pembinaan bertujuan memastikan kontraktor kecil dan sederhana tidak menghadapi masalah aliran tunai yang terhad.

36. Pakatan Rakyat juga akan memastikan pembekalan berterusan material pembinaan dengan mengubah halangan perdagangan untuk meningkatkan pembekalan dan pengeluaran dalam negara. Ini termasuk memudahkan permit import, kuota dan lesen serta birokrasi untuk membantu perkhidmatan dan perdagangan. Ini akan membantu pengurangan kos material bangunan, yang bukan saja meningkatkan kos dalam sector perumahan tetapi juga melengahkan perlaksanaan projek awam dan swasta.

37. Inflasi yang tinggi dan peningkatan pengangguran meletakkan tekanan kepada pemilik perumahan dan kemungkinan peningkatan pajakan tidak berbayar. Ini adalah sesuatu yang buruk kepada Rakyat dan memberi kesan yang signifikan kepada ekonomi. Pada tahun 2009 kami akan mengagihkan dana untuk menolong mereka yang layak dan berkemampuan meminjam serta kumpulan kelas menengah untuk kekal membayar pinjaman dan mendorong pemberi pinjaman menilai semula pajakan agar lebih mampu dibayar.

SUMBER PENDAPATAN BARU DAN MASA DEPAN

38. Pakatan Rakyat akan melaksanakan reformasi dasar-dasar untuk menjana sumber pendapatan baru untuk mencegah kebergantungan melampau terhadap pendapatan daripada sumber asli. Sebagai contoh, hari ini kira-kira 70,000 AP dikeluarkan untuk kenderaan import. Kami mencadangkan AP ini dilelong kepada pembida tertinggi yang mahu mengimport kereta, dan proses ini dilaksanakan setiap bulan. Berdasarkan kepada anggaran harga pasaran RM25,000 setiap AP, lelongan ini akan memberikan pendapatan tambahan sebanyak RM1.75 bilion kepada perbendaharaan negara.

39. Pakatan Rakyat mencadangkan cukai karbon sebanyak RM25 bagi setiap tan karbon dioksida atau yang bersamaan, dilaksanakan menjelang 2010. Cukai 5% untuk penggalian mineral dan keluaran hasil hutan juga dicadangkan untuk menggalakkan pengurusan alam sekitar yang berhemah. Cukai hijau juga akan dapat menampung kemerosotan dalam cukai pendapatan dan korporat serta membaiki reputasi Malaysia di mata dunia sebagai negara yang gigih melaksanakan dasar mesra alam.

40. Rundingan semula kontrak yang menggalakkan monopoli seperti dengan konsesi tol dan pengeluar tenaga bebas bukan sahaja dapat mengurangkan kos semua perkhidmatan untuk rakyat, tetapi juga penjimatan besar buat kerajaan. Penjimatan ini akan dapat digunakan bagi subsidi silang untuk projek berkepentingan awam seperti pembangunan sistem pengangkutan atau amalan pelaksanaan tenaga alternatif.

SARANAN UTAMA BELANJAWAN PAKATAN RAKYAT

41. Pakatan Rakyat percaya dasar fiskal serta ekonomi negara ini mestilah berasaskan prinsip keadilan teragih dan cermat serta berusaha untuk memperbaiki keadaan rakyat Malaysia.

42. Pakatan Rakyat sedar ekonomi global sedang bergolak, oleh itu perlunya langkah-langkah penstabilan dilaksanakan, juga merangsang permintaan domestik, agar pendapatan negara tidak terlalu bergantung kepada hasil petroleum, minyak sawit dan gas asli. Pakatan Rakyat juga bercadang untuk mengeratkan lagi hubungan dagangan di kalangan negara Asia lainnya, terutamanya dengan India, China dan Timur Tengah dan meneruskan usaha untuk menarik pelaburan asing.

43. Melihat kepada kedudukan serta suasana ekonomi di luar yang tidak menentu, polisi seharusnya menumpukan untuk merekayasa semula strategi untuk memacu pertumbuhan negara samada untuk jangka masa pendek mahupun untuk jangka masa panjang, di samping memulihkan kembali sebarang kelemahan yang ada dalam ekonomi kita. Berikut adalah strategi dan langkah-langkah yang disarankan:

(i) memastikan kestabilan pasaran;
(ii) menyediakan jaring keselamatan sosial;
(iii) memastikan harga domestik stabil;
(iv) meningkatkan daya saing;

44. Langkah yang diambil mestilah untuk memastikan polisi makro ekonomi yang dirangka akan menjamin persekitaran yang kondusif buat meransang pelaburan dan permintaan, di samping mengekalkan stabiliti pasaran kewangan.

LANGKAH UNTUK MEMASTIKAN KESTABILAN PASARAN KEWANGAN.

45. Pakatan Rakyat menyedari asas ekonomi Malaysia adalah kuat berbanding tahun 1997 dan cabaran 10 tahun lalu adalah berlainan jika dibandingkan dengan keadaan sekarang. Walau bagaimanapun kesan krisis kewangan global memerlukan tindakan yang berhemah buat kita mengemudi negara ini keluar dari kemelut sekarang dengan jayanya. Kami menyarankan beberapa tindakan yang berikut:

46. Kerajaan sewajarnya menjamin pendeposit di bank-bank.

47. Keutamaan akan ditumpukan kepada kemudahan untuk meminjam dan institusi perbankan seharusnya bersama-sama dengan pelanggan mereka di saat yang sukar ini. Penjadualan semula pembayaran serta keanjalan di dalam membayar pinjaman akan membantu aliran tunai di sektor swasta.

48. Mewujudkan satu bentuk koordinasi dengan negara-negara Asean serta pasaran kewangan global untuk memantau sebarang kejutan pasaran yang mampu mencetuskan pengaliran keluar modal ataupun perubahan mengejut kepada nilai matawang. Bank Negara Malaysia, Suruhanjaya Sekuriti dan Bursa Malaysia berkemampuan untuk melaksanakan sistem amaran awal bagi mengenal pasti corak negatif serta risiko yang mampu menggugat kestabilan dan keyakinan terhadap sistem kewangan.

49. Meneliti perkembangan krisis subprima di Amerika Syarikat, institusi perbankan seharusnya mengukuhkan keupayaan penilaian kredit dan piawai kelayakan peminjam. Di antaranya, sentiasa menilai keupayaan pelanggan untuk membayar balik pinjaman serta memantau dengan dekat kualiti pinjaman yang diberi.

50. Bank Negara Malaysia dan institusi perbankan lainnya seharusnya bekerjasama dengan lebih erat bagi memastikan pinjaman yang diberi secara berhemah. Ini boleh dicapai melalui program pendidikan serta kesedaran pelanggan, aliran maklumat yang lebih baik, perkhidmatan kewangan yang bermaklumat dan juga menyediakan perkhidmatan nasihat yang berasaskan perancangan kewangan terbaik.

51. Bursa Malaysia, Suruhanjaya Sekuriti dan Pendaftar Syarikat mesti meningkatkan keupayaan pamantauan dan penguatkuasaan bagi menghalang sebarang pelanggaran undang-undang.

MENYEDIAKAN JARING KESELAMATAN SOSIAL

52. Peruntukan kebajikan untuk warga yang mengalami masalah mendapatkan pekerjaan termasuklah golongan miskin di desa dan bandar dan mereka yang bergantung kepada kanak-kanak dan mereka yang kehilangan pekerjaan kerana proses pengurangan tenaga kerja.

53. Pemotongan sementara untuk sumbangan pekerja kepada KWSP daripada 11% kepada 9% sebulan untuk tempoh satu tahun bagi meningkatkan pendapatan yang boleh dibelanjakan. Langkah ini akan menyuntik hampir RM2 bilion ke dalam ekonomi untuk perbelanjaan dalam negara.

54. Pemotongan atau penghapusan caj bagi perkhidmatan dalam pendidikan dan perkhidmatan kesihatan kerajaan.

55. Pemotongan atau penghapusan bayaran lessen terutamanya untuk pasar dan pasar malam, dan apa sahaja yang dapat meringankan beban rakyat yang sedang mencari pekerjaan.

MENINGKATKAN PERBELANJAAN DALAM NEGARA DENGAN MENGAWAL INFLASI

56. Kami akan mengurus tekanan inflasi dan mengawal anggaran inflasi melalui

i) mengalihkan halangan perdagangan untuk meningkatkan penawaran dan pengeluaran dalam negara.
ii) mengukuhkan rangkaian agihan dan penawaran.

iii) mengurangkan cukai dan duti import bagi input yang digunakan untuk pengeluaran makanan, barangan akhir dan pertanian.

iv) mengambil tindakan tegas terhadap peniaga dan pengilang yang memanipulasi pasaran untuk memastikan keadilan dalam penetapan harga.

57. Penurunan segera harga petrol berdasarkan rancangan yang digariskan, menyelamatkan dana daripada ketirisan dan bayaran besar kepada IPP untuk mengekalkan kapasiti simpanan tinggi yang tidak diperlukan.

58. Kerajaan mesti mengamalkan mekanisme penetapan harga yang memberi lebih tindak balas kepada turun naik harga minyak di pasaran sambil memastikan mereka yang miskin dan terpinggir tidak mendapat kesan yang menyiksakan dari kenaikan mendadak harga petroleum.

59. Berkenaan kawalan harga, wujud keperluan untuk menyemak mekanisme kawalan harga dalam konteks peningkatan kelancaran pasaran serta pengurangan gangguan harga.

DASAR PERSAINGAN KEBANGSAAN

60. Kami mencadangkan Dasar Persaingan Kebangsaan dan akan mengambil langkah untuk mengurangkan ketidakadilan kuasa pasaran yang dikendalikan oleh monopoli ciptaan kerajaan.

61. Pakatan Rakyat percaya dengan pengurangan cukai dan levi lain terhadap sektor perniagaan, dalam persekitaran yang sesuai, akan meningkatkan pelaburan dan mengakibatkan peningkatan kerja. Sebagai tambahan, cadangan Pakatan Rakyat akan berfokus kepada sektor penting untuk memaksimumkan kesan pengecualian cukai terhadap industri strategik bagi pertumbuhan dan pembangunan Malaysia.

i) Pengecualian cukai untuk mereka yang membuat eksport pada tahap tertentu.

ii) Pengecualian cukai bagi kecekapan guna tenaga dan operasi intensif pekera bagi membantu menyediakan insentif untuk syarikat beralih kepada kaedah pengeluaran yang lebih cekap menggunakan tenaga serta memastikan rakyat tidak kehilangan pekerjaan.

62. Syarikat kecil dan sederhana merupakan 99% dari keseluruhan jumlah syarikat di negara ini. Walau bagaimanapun sumbangan syarikat-syarikat ini melalui cukai kepada negara telah mulai berkurangan akibat negara terlalu bergantung kepada hasil minyak dan gas.

63. Kenaikan kos barangan mentah serta kenaikan harga minyak dan elektrik mengakibatkan banyak syarikat kecil dan sederhana mengalami kesukaran untuk terus bersaing.

64. Untuk menjana semula sektor industri kecil dan sederhana serta membantu syarikat-syarikat di sektor tersebut, yang mana rakan-rakan mereka di negara-negara lain menikmati kelebihan cukai. Oleh itu Pakatan Rakyat mencadangkan kadar cukai diturunkan dari 20% kepada 18%.

65. Tambahan lagi pengecualian cukai hanya dikenakan pada Rm 200 000 dan dicukai sebanyak 12%. Ini bermakna syarikat kecil dan sederhana yang mempunyai pendapatan RM 900 000 akan dikenakan cukai sebanyak 18%. Langkah ini akan memastikan syarikat kecil dan sederhana akan lebih berdaya saing dan menarik banyak syarikat kecil dan sederhana untuk memulakan perniagaan di Malaysia serta mencipta peluang pekerjaan.

66. Apabila kerajaan melancarkan Koridor Raya Multimedia 10 tahun lalu, ia berjanji untuk menyokong syarikat yang berstatus MSC. Walau bagaimanapun, kerajaan sebagai pelanggan terbesar dalam perkhidmatan teknologi maklumat, langsung tidak memberi perhatian kepada syarikat-syarikat berstatus MSC.

67. Oleh itu amat penting dalam belanjawan ini, syarikat berstatus MSC diberi keutamaan mendapat tender kerajaan yang berkaitan dengan teknologi maklumat.

TADBIR URUS, KETELUSAN DAN AKAUNTABILITI

68. Pakatan Rakyat komited dengan prinsip tadbir urus yang baik, ketelusan dan pertanggungjawaban. Kami percaya kerajaan yang wewenang dalam pentadbiran dan membazir dalam mengurus kewangan harus bertanggungjawab. Lebih buruk lagi adalah korupsi dan kronisme yang mengambil tempat dalam pentadbiran BN yang merugikan RM10billion duit rakyat setahun. Untuk mengakhiri amalan ini adalah dengan mengamalkan pentadbiran yang telus. Adalah amat penting belanjawan tahunan yang melebihi Rm150billion diikuti dengan beberapa langkah bagi memastikan dana awam diuruskan dengan baik dan bertanggungjawab.

MENGAWAL PERBELANJAAN KERAJAAN DALAM PROJEK MEGA:

69. Dari segi sejarah, kerajaan BN mempunyai rekod buruk dalam pembaziran dan projek mega yang tidak mungkin dapat diwajarkan sekiranya dinilai dengan teliti. Selain daripada projek jambatan bengkok RM1.13 bilion yang dibatalkan, projek kabel bawah laut bernilai RM9 bilion dan kini ada pula cadangan untuk projek internet jalur lebar sebanyak RM15.2 bilion untuk menghubungkan 2.2 juta apa yang dipanggil premis berimpak ekonomi tinggi.

70. Untuk mengelakkan kemungkinan projek mega yang tidak bertanggung jawab ini daripada membebankan orang ramai, Pakatan Rakyat mencadangkan, untuk tahun belanjawan ini dan baki tempoh Rancangan Malaysia Kesembilan, agar kesemua projek mega yang kosnya melebihi RM1 bilion dinilai semula dari segi kebaikan sosio-ekonomi, kemampuan dan impak yang diingini untu pembangunan nasional dan peluang pekerjaan. Penilaian ini patut dilaksanakan dengan telus dengan penglibatan badan-badan profesional yang bebas dan mempunyai kredibiliti.

71. Kepatuhan kepada standard penjimatan yang tinggi oleh Pakatan Rakyat - bermula dengan projek mega dan kemudian untuk semua projek baru akan menghalang dana awam daripaa dibazirkan atau dirampas oleh kroni politik BN. Ia juga akan membolehkan penjimatan untuk dialirkan kepada program-program yang membawa pulangan lebih besar kepada orang awam.

MEREFORMASI SISTEM TENDER AWAM

72. Semua kontrak kerajaan mesti ditender secara terbuka, berdaya saing dan telus sama dengan dasar-dasar yang terbukti berkesan dan telah menyelamatkan jutaan wang pembayar cukai. Untuk mencapai matlamat ini langkah-langkah tersebut perlu dilaksanakan:

a) Kesemua syarikat yang layak akan diberikan peluang sama rata untuk mendapat kontrak dan projek bekalan kepada kerajaan.

b) Untuk mencegah gangguan kepada sistem semasa, dasar ini akan dilaksanakan secara berperingkat-peringkat, bermula dengan projek atau kontrak bekalan bersaiz lebih RM10 juta pada tahun 2009.

c) Selaras dengan cabaran yang dibawa oleh globalisasi dan bagi memenuhi komitmen antarabangsa kita kepada pasaran bebas, kesemua tender mestilah dibuat dengan berdaya saing, terbuka dan telus menjelang 2015.

73. Kami mengunjurkan penjimatan kira-kira 10% dengan sistem tender baru dan penjimatan mutlak melebihi RM5 bilion setahun dan turut membawa kepada pembaikan kualiti dengan magnitud yang lebih besar.

MERUNDINGKAN SEMULA KONTRAK YANG TIDAK ADIL

74. Dasar kerajaan Barisan Nasional yang menjamin konsesi tol lebuhraya dan pengeluar tenaga bebas (IPP) keuntungan besar dengan kontrak yang sangat tidak adil adalah kes paling jelas kegagalan kerajaan hari ini untuk melindungi kepentingan awam dengan tujuan memperkayakan sebahagian kecil rakyat Malaysia yang paling kaya dan pemilik perniagaan.

75. Kesan dasar-dasar ini semakin dirasai hari ini dengan peningkatan kadar tol dan harga tenaga. Oleh itu adalah penting untuk kerajaan merundingkan semula kontrak-kontrak ini untuk melindungi kepentingan awam.

76. Tidaklah mustahil untuk merundingkan semula jumlah subsidi dan keperluan kapasiti simpanan dan pada masa yang sama memastikan syarikat-syarikat ini dapat secara berterusan memperoleh untung yang munasabah dalam pasaran yang lebih berdaya saing.

Ambil alih kerajaan bukan lagi keutamaan, DS Anwar fokus ekonomi

Ketua Umum Pakatan Rakyat, Datuk Seri Anwar Ibrahim berkata beliau tidak mahu lagi bercakap mengenai perancangan untuk mengambil alih kerajaan buat masa terdekat, tetapi memberi lebih tumpuan kepada isu-isu bersangkutan dengan ekonomi negara.

"Cukuplah mengenai perkara itu, kita akan fokuskan kepada pembangunan ekonomi," katanya dalam sidang media selepas taklimat mengenai Bajet Pakatan Rakyat 2009.

Beliau berkata demikian bagi menjawab soalan media mengenai perkembangan terbaru berkaitan rancangannya untuk mengambil alih kerajaan.

DS Anwar Ibrahim dengan berhemah tetapi tegas mengupas secara terperinci dan menyeluruh tentang kepincangan dan defisit belanjawan negara yang wujud dalam kerajaan yang menerajui pemerintahan masakini. Betapa banyak kelemahan yang terdapat di dalam pengurusan dan pentadbiran kerajaan. Soal-soal kesihatan, pelajaran dan pendidikan, pembaziran kewangan, pertahanan negara, moral dan beberapa lagi isu yang berbangkit.

Apa yang di lihat oleh beliau ialah pembentangan belanjawan negara perlu suatu penyemakan semula oleh Menteri Kewangan khusus tentang pembelian kapal selam ’scorpene’, kos pembelian ‘Eurocopter’ yang ‘ambiguous’ yang begitu mahal; RM0.387 bilion lebih tinggi dari dari peruntukan asal RM1.93 bilion oleh kerajaan Malaysia. Tidak kurang komen yang di tegur dengan perihal rasuah yang menjadi-jadi di kalangan para pemimpin dan rakyat Malaysia.

Anwar juga menempelak agihan kekayaan negara yang banyak di monopoli oleh kroni-kroni yang rapat dengan kepimpina negara; khusus nanti dana sebanyak RM5 bilion yang bakal di masukan ke dalam kantung syarikat milik kerajaan (GLC) sebagai penyelamat kepada beberapa syarikat pelaburan yang dalam kesulitan atau “nyawa-nyawa ikan” dan sedang dalam ’sufocation’ atau berada dalam kesesakan nafas.

3.15: Anwar clarifies that he did not request Malaysia to take a IMF loan. He said that he was calling for the IMF to take initiates so that the debts of hardcore poor nations would be forgiven. This was incorrectly interpreted as him taking a IMF loan.

3.14: Anwar says that it is corruption and nepotism that caused the 1997 financial crisis. A potshot is taken at BN MPs. He asks the ones that repeated such allegations to stand up. No one did. He calls them cowards.

3.11: Gombak MP Azmin asks Anwar to clarify his position in 1997. He asks whether it is true that Anwar wanted to bow to IMF and World Bank pressures?

3.09: Anwar uses the Titanic analogy (again). He says, when the ship sinks (economy fails), the upper class survives while the lower and working classes, the people of Malaysia are the ones that suffer.

2.38: Shot down by the speaker, he now appeals for a motion to suspend the session. Gombak MP Azmin Ali also stands up with more standing orders. It looks like the opposition MPs have read the standing orders very carefully during the break.

2.37: Subang is saying that the standing orders allows the speaker to suspend the session if a crucial member is not present. He argues that because the Finance Minister is not at a Budget debate, the session should be suspended.

Opposition Leader Anwar Ibrahim today called upon Finance Minister Najib Abdul Razak to table a new budget following the ongoing global financial crisis.

The PKR leader said members of parliament cannot debate an "outdated budget" which was presented more than a month ago.

The budget was presented on Aug 29 by Prime Minister Abdullah Ahmad Badawi, who was also the finance minister then.

He had then subsequently given the finance portfolio to Najib, who is also the deputy prime minister.

Last week, Abdullah also said that he would be stepping down next March to allow Najib to take over.

Anwar's budget speech today was his first as an opposition leader. He was also a former finance minister before his sacking from the government in 1998.

Pada Sidang Parlimen hari ini, DS Anwar Ibrahim memohon menteri kewangan yang baru dilantik Najib Abdul Razak untuk membentangkan semula satu Bajet 2009 yang baru ataupun di ubah berikutan isu krisis kewangan dunia yang berlaku ketika ini.

Menurut DS Anwar Ibrahim, belanjawan negara sebelum ini yang dibentang oleh bekas Menteri Kewangan, Dato' Seri Abdullah Ahmad Badawi dianggap sebagai 'outdated budget' dan tidak relevan dengan krisis ekonomi dunia yang sedang berlaku ketika ini.

Dalam sidang pagi ini juga, didapati tiada seorang pun Wakil Kementerian Kewangan hadir termasuk Menteri Kewangan 1, Menteri Kewangan 2 mahupun Timbalan Menteri Kewangan. Ini meyebabkan YB Lim Kit Siang dengan lantang menyelar sikap yang ditunjukkan oleh Menteri Kewangan Najib Razak sebagai tidak cekap dan tidak bertanggungjawab kerana tidak hadir ke sidang parlimen hari ini untuk mendengar hujah-hujah Bajet 2009.

"Inikah dia sikap bakal Perdana Menteri ? Yang tidak menghormati Parlimen... ," kata YB Lim Kit Siang.

KUALA LUMPUR, Oct 13 - Opposition leader Datuk Seri Anwar Ibrahim today urged new Finance Minister Datuk Seri Najib Razak to revise the budget for 2009.

"Is it right to debate an obsolete budget?" he asked Dewan Rakyat, referring to changes in the economic situation in the one-and-a-half months since the budget was first tabled by then finance minister Datuk Seri Abdullah Badawi.

"Only those enslaved and insane will support this Budget," he added.

Anwar's speech in the Dewan Rakyat today signalled an opposition effort to turn their attention towards Najib following Prime Minister Datuk Seri Abdullah Badawi's recent announcement of his decision not to contest the Umno presidency which he will likely hand over to Najib next March.

Najib was not in Parliament this morning to listen to Anwar's speech, which appeared to be an attempt to highlight the Barisan Nasional government's possible mismanagement of the economy in light of the global financial crisis.

The newly-elected Permatang Pauh MP urged Najib to gather experts from Bank Negara and from the government's Economic Planning Unit (EPU) to relook the Budget.

"If he does not submit a new budget, then I call on Barisan Nasional MPs to take the initiative to at least call for an amended bill that reflects current figures," he said.

Anwar backed this by saying that the projected 44% of national revenue was based on global oil prices of US$125 a barrel but current prices sit at US$80.

"The government will be forced to issue bonds to cover a shortfall of RM6 billion," he claimed.

He also claimed that in the first half of the year, capital flight amounted to RM125 billion and Najib had, last month, announced just RM31 billion of foreign direct investments.

DAP Parliamentary leader Lim Kit Siang also interjected to ask for proceedings to be adjourned until Najib was present to hear the debate on the budget.

"If the finance minister is not here, the government loses credibility and we will become a laughing stock, he said.

He also blasted the government for not having a single minister present to hear the opposition leader's speech. "Where is the government? This is a headless government."

Minister of International Trade and Industries Tan Sri Muhyiddin Yassin rebutted his claims, stating that there were other ways to listen to the opposition leader's speech.

"Oh, we heard, we know all about it. There is a live feed of the proceedings so there is no problem. We can also read the Hansard," he said.

Muhyiddin, who was in the Parliament building today but not present in the House, also said that it was not necessary for the government to table a new budget.

"It is still relevant. Even when the scenario changes, we don't have to overhaul the budget. Tabling a new budget has never happened in our history," he said, adding that it was up to the opposition to offer any criticism and suggestions during the debate.

Domestic Trade and Consumer Affairs Minister Datuk Shahrir Samad insisted that the revenue and expenditure projections in the budget were still suitable.

"When it was tabled, the government had already taken into account the likelihood of a challenging period," he said.

PARTI KEADILAN RAKYAT MALAYSIA

Parti Keadilan Rakyat (KeAdilan) recognizes that for millions of Malaysian citizens the economic climate has become a troublesome one. Malaysians today face ongoing reduction in their purchasing power, job insecurities, increased fuel prices, low wages, and a high gap between the rich and poor. KeAdilan believes that Malaysia can no longer afford to stand on the sidelines and allow the BN government to pursue a ‘too-little-too-late approach’ to addressing these issues. That is why, on this day, KeAdilan is pushing forward one more step its positions on the Malaysian Economic Agenda, to relieve the burden on Malaysians struggling with record high inflation levels and dwindling economic prospects. 1.0 Summary:

The KeAdilan proposals on the budget and response to the current BN government’s Malaysia Budget 2009 are based on a new model of socio-economic development drawing on an analysis of some of the best performing economies in the world. This specifically includes understanding the successes of Taiwan, Korea and Ireland, and integrating the best practices of these economies with the enormous potential of Malaysia’s natural and human resources as well as the positive aspects of Malaysia’s past development plans.

When Parti Keadilan Rakyat model is implemented, the gap between Malaysia and other developed countries in terms of economic performance and living standards must be narrowed, instead of growing as it has under the current government. KeAdilan’s policies will spur a rapidly growing economy that can effectively compete at the regional and global level as well as open up numerous opportunities for all Malaysians and for all scales of business at the individual and sector level. KeAdilan’s educational and human development reforms will bring about an improved educational system and knowledge based economy and enable Malaysia’s domestic businesses to meet the global challenge with a locally sourced and higher skilled labor force.

KeAdilan’s policy changes target attracting increased foreign and domestic investment and improving labour skills and productivity in the private and public sectors. Underlying this, and in contrast to Malaysia’s recent trends, KeAdilan is unwavering in its focus on the systemic foundations to ensure Malaysia’s success: fairness, transparency, accountability and good governance.

The key features of the P Model include:

    • Faster pace of economic liberalization
    • Extensive investment in quality education
    • Higher rate of investment in public-oriented infrastructure
    • Integration with more developed ASEAN and East Asian countries
    • Stronger role for the private sector
    • Merit and need driven policies with a stronger safety net for poor
    • Higher standards of governance and accountability

In the near future, Pakatan Rakyat will publish and promote in greater detail the entire policy regime of its Malaysian Economic Agenda.
2.0 Response to Barisan Nasional (BN) Malysia 2009 National Budget:

2.1 BN Government’s Misrepresentation of the Current Situation -

The BN government’s budget has been described in mainstream BN controlled government papers as a budget with ‘something for everyone.’ PKR acknowledges that on the surface that seems to be the case, but much of it is illusory. Furthermore, this economic plan will clearly not produce the concrete results that BN has been promising Malaysians. Unfortunately, it follows the trend of previous years which resulted in gross examples of mismanagement, inefficiency and missed opportunities to take Malaysia and its people forward. Since this BN government came to power, they have repeatedly emphasized to Malaysians that their economy is becoming more resilient, that people are more prosperous, that standards of living have gone up, that the country has become more competitive, and that everyone has benefited equally from the country’s growth. Yet, PKR believes that many citizens are aware that the reality of Malaysian achievement compared with other countries, particularly in the context of the country’s enormous potential in human and natural resources, is far from the BN government’s rosy rhetoric. PKR believes that this was clearly demonstrated at the ballot box both in March and again in August of this year.
The realities of the current BN government’s mismanagement have been:

    • Worsening socio-economic disparities
    • Rising income inequalities
    • Spiraling costs of living
    • Growing urban and rural poverty undetected or underestimated by the Government’s unrealistic poverty line
    • Endemic corruption
    • Falling competitiveness and sluggish growth
    • Rising cost of doing business

The above shortcomings do not touch on the key non-economic factors of quality of life, namely civil liberties, judicial independence, media freedom, race relations, religious tolerance, national unity, crime and security. While not addressed in this brief, these are all key issues whose resolution the current government has either mismanaged or manipulated for the sake of certain individuals to secure narrow interests against that of the greater public good.

2.2 Deteriorating Public Finances and Economic Sluggishness -

As the current government has neither been open nor honest about Malaysia’s current economic state and financial position, PKR has outlined below several indicators which raise grave concerns amount financial and economic mismanagement under BN rule:

  1. Operational expenditure in the 2009 National Budget has increased to RM154.2 billion, from RM128.8 billion in 2008, an alarming increase of almost 20%. This is close to a 100% increase or doubling from the RM80.5 billion in operating expenditure from 2004 when Abdullah Badawi first became Prime Minister. Of even greater concern is that the current operating budget is nearly a 200% increase from that in 2000.
  1. Malaysia is suffering from sluggish domestic investment, despite not being short of domestic capital. Private fixed capital formation averaged less than half of total fixed capital formation. In addition, since the current government first entered office, Malaysian investment abroad (outward FDI) has risen dramatically: from less than 50% of inward FDI in 2004, to approximately equal to inward FDI in 2006, to now actually exceeding inward foreign investment. This is entirely uncharacteristic of any growing economy in the world, and raises grave concerns with PKR about the policies driving Malaysian capital flight.
  1. The economy grew 6.3 percent in the three months ended June from a year earlier, down from a 7.1 percent gain in the first quarter. Economic growth is forecast to ease to 5.7 percent this year and 5.4 percent in 2009, the weakest pace since 2005. The figures suggest potentially a growth of just 4% for Q4 2008. The government’s proposed budget will be unable to do the heavy lifting required of it in 2009. PKR is concerned about the government’s irresponsible reliance on a global upturn in 2009 that could directly impact Malaysia’s economy and growth.
  1. Inflation was at a 27-year high of 7.7 percent in June as a result of the government’s mismanagement of the petrol subsidy issue. There are signs that it is worsening. For July’s inflation rate Bank Negara’s Monthly Statistical Bulletin (Table VI.13), gives a figure of 8.5% incease in the CPI, with food rising 11.2%, non-food rising 7.2%, transport rising 22.7%l, and consumer non-durables rising 15.4%. While PKR acknowledges that higher transport and food prices are working their way through the economy, the government continues to appear oblivious to this fact.
  1. The fiscal deficit has risen from 3.2% in 2007 to 4.8% of GDP this year
  1. The KL composite index is down from 1,374 points to 1,163 year to year
  1. The KL market capitalization lost over RM200B, or almost 1/5th of its value, within one year.
  1. The ringgit’s value has weakened against the major currencies. Against the US dollar, the RM recently completed its biggest monthly loss since the end of a peg against the dollar in 2005
  1. Recently, Malaysia’s credit rating outlook was downgraded by Standard & Poor’s to the fourth lowest investment grade, indicative of government mismanagement and excesses that are putting credit ratings and currency at risk.
  1. Short-term (less than one year) federal debt, the bulk of it domestic has ballooned from RM21 billion at end Mar 2004 to RM51 billion at end Jun 2008, and total federal government debt has gone from RM192 billion at end Mar 2004 to RM285 billion at end Jun 2008. This is a cause for concern of worsening fiscal health.

2.3 Government Budget Initiatives are ‘Too Little, Too Late” -

The 2009 National Budget presented by the current government last week clearly appears to collect piecemeal proposals to allocate what have been described as ‘little goodies’ across all quarters – the poor, the middle class, the rich, the corporate sector, and civil servants. The plan lacks concerted vision, and is again indicative of the government’s failure to provide sound economic direction in a challenging global and domestic environment.

This analysis, however, does not focus on the small handouts and various fiscal ‘goodies’ which are fairly transparent in their purpose and overall ineffectuality. Instead, this brief is focused on analysing the substantive thrusts and programs, and assessing whether they can meet short term needs, while recognizing their medium and long term consequences.

    2.3.1 Suspicious Public Transport Measures
    The various initiatives finally focusing $35billion on public transportation are ostensibly to address the needs of Malaysia’s urban population, especially in Klang Valley and KL as well as Penang. But characteristic of this budget it is simply too little and too late.
    This will not resolve the public transport woes of the country, not even for urban commuters. Given the current systemic flaws and the past track record of BN, building new infrastructure without good governance, proper execution and maintenance has resulted in large portions of funds going to waste, bribery and other leakages with the public transport issue largely left unresolved.
    PKR has two specific concerns on this issue: First, the proposed Public Land Transportation Commission is a central federal body in the PM’s Department, although these projects are almost entirely local or regional issues. Until and unless power over public transport planning and design is devolved to state and local authorities, the problem cannot be properly solved. Second, based on previous examples, there is a strong possibility of misguided centralized planning attempts and award of tenders and contracts to insider and favored companies such as Scombi which may lead to allegations of nepotism. To forestall this, PKR emphasises the need for open competitive tenders, with special consideration given to genuine multi-racial partnerships in those tenders. In addition, PKR has additional policy proposals for more productive public transportation initiatives it would pursue.
    2.3.2 Failure to Strengthen the Safety Net
    PKR has for many years consistently criticized the meager safety net provided to Malaysia’s poorest and most vulnerable citizens. While the current government has finally taken heed to these concerns and deemed it advisable to raise the cut off point for welfare assistance and the increase in pensions for the lower levels, it is again ‘too little, too late.’ Besides being adjustments needed several years earlier, the proposed increases only appear to be intended to raise beneficiaries above the PLI (Poverty Line Income) established in 2004, and as published in the 9MP (Ch 16), adjusted by a mere 10%.
    Of grave concern, and indicative or irresponsible policy, is that the beneficiaries of this initiative will still be below the nominal Poverty Line Income’s for Peninsula Malaysia, Sarawak and Sabah. Going by the overall CPI for the 3 regions, the adjustment from 2004 to 2008 should be closer to 120% than the 10% proposal. (As of mid-year 2008, CPI for PM was 113.4 [2005=100 ]. Seeing that the 60+% of the PLI is the food PLI, the actual adjustment should have been higher since the food weight in the CPI is around 31%). (See “Note on Safety Net for the Poor, PKR 2009 Budget & Econ Policy Brief” for more details on this proposal)
    PKR has also been clear about its concerned regarding the importance of targeting Malaysia’s most vulnerable segments exposed to escalating inflation. The government has not only ignored this problem but by its flip-flopping over the fuel price increases has been the main culprit in the galloping inflation which has hit Malaysia and inevitably has most affected Malaysia’s poor.

2.3.3 Meaningless Corporate Sector Initiatives

    While the 2009 National Budget has been touted in the mainstream government press as a “business friendly budget”( Star, 30 Aug.), experts have already contradicted that notion. This can be seen in the two page coverage of responses by leading tax experts (from Ernst & Young, PricewaterhouseCoopers, Deloitte and KPMG) acting on behalf of the country’s top businesses and corporate clients. Their verdict was that this is a budget that whilst not penalizing business is going to do practically nothing to encourage business . The plan has not substantive initiatives to encourage business big or small, and no compelling proposals to improve Malaysia’s competitiveness in the context of the global economic slowdown.
    It is not only the tax experts and business consultants that have lost faith in the government’s business policies. Clear evidence can be found in the government’s own data. From table 8.2, Investment in Approved Projects by Industry, it is seen that there has been a significant reduction in investment of almost all industries this year - most significantly in textiles and textile products; paper, printing and publication; and petroleum products; and electric and electronic products. PKR is concerned that if this trend were allowed to continue, domestic and foreign investment would continue to avoid Malaysia due to the BN government’s continuing failure to develop attractive and meaningful policies, within the context of structural reform, reducing of business costs and to improvements in government response and operating efficiency. Without a clear investment and business oriented strategy, BN’s lack of planning would have serious implications for overall economic growth and private-sector employment.
    2.3.4 Exaggerated Claims and Unsubstantiated Targets, Food Sector
    PKR is concerned that the BN government is exaggerating claims and misrepresenting statistics to create a ‘rosy’ picture of its achievements and the economic progress achieved under its administration. One example comes from the food production and padi sector, to which PKR attaches great importance. Firstly BN 2009 National Budget refers to laying the foundations for achieving 86% self-sufficiency in rice by 2010, from 73% in 2008, through a variety of interventions. This implies an increase in domestic production of 18 % in 2 years, or a compound annual rate of increase of over 8% per year in the two years left. This is an implausible and unachievable target given that since 1980 to the present, despite billions spent on new irrigation system intensification, research, extension services, and allocations to agencies and padi based IADPs, Malaysia has not been able to achieve an annual rate of increase in national padi output even approaching 1%. The reality is that domestic rice production nationally has been flat.
    PKR proposes greater research invested to understand why some farmers are able to get yields of around 10 tonnes per hectare, amongst the highest in the world especially in the tropics, and transmit that knowledge and technique to all farmers. This does not require huge expenditure, nor an obsession with large-scale farming and the subsidies the government provides such large-scale farms. Instead it will benefit smaller, lower income farmers, almost all of whom are Malay. PKR also proposes further investment to research improvement of hill rice yields in Sarawak and Sabah, as it is possible to obtain up to 5 tonnes per hectare. This not only will improve food security, but also incomes ; it is also sustaining a form of agriculture that is often the most environmentally friendly for the terrain in question.
    2.3.5 Opening the Door to Wider Corruption and Abuse
    PKR’s concerns do not stop with misleading targets. The concerns are with the BN’s historical practices of spending large sums of scarce public funds on a problem – without proper concern for prudent and responsible spending and a strong commitment to high execution standards and results that merit the expenditure. This has been clear across all the major sectors of government spending. In agriculture and padi we see that what is not specified in the 2009 National Budget document, but included in the lump sum allocations are a number of handout programs which are likely to have the following outcomes:
  • Special yield enhancing inputs to be given free, whose efficacy in terms of yield increase is questioned by many parties, but which will enrich suppliers. Hence the scramble now for many UMNO and BN companies to get their products on the favoured list.
  • Farm machinery handouts, again immediately benefiting a small group
  • Various production incentives in cash but in practice subject to significant abuse in implementation. For example: the yield increase bonus.
    These PKR concerns extend equally to many other sectors. For example, in Sarawak, there is a 20% allowance for Sarawak tenders, on top of the 10% allowance for bumiputera, i.e., a total of 30% allowance for those individuals and companies that can claim Sarawak bumiputera status. If the RM3 billion allocated to Sarawak for infrastructure is subject to this, it means that, RM1 billion will immediately have been siphoned into pockets of such companies as CMS and individuals directly associated with key BN political leaders and their families.
    In conclusion, the current BN government’s 2009 Budget Proposals reflect on the large and small scale the same ineffectiveness and mismanagement that is undermining the basic resilience of the Malaysian economy. PKR endorses a plan of constructive stewardship of the economy and of aggressive realization of policy to restore business and consumer confidence in the years ahead.

3.0 Key PKR Policy Initiatives:

The policy initiatives that comprise PKR’s Malaysian Economic Agenda, cover the full spectrum of social, political and economic development for Malaysia. The following are examples of specific policies which PKR will put forth with specific impact on Malaysian economic growth.

3.1 STIMULATING INVESTMENT

Increasing both domestic and foreign investment, the key drivers for Malaysia’s productive growth, is a primary focus of PKR’s policy proposals. Despite strong fundamentals in Malaysia that would be expected to lead to domestic investment and FDI – such as high domestic savings, high private consumption, and high domestic demand – yet FDI has underperformed for the region and even more domestic capital is flowing out of the country than investment is flowing in. PKR believes there are fundamental regulatory and business environment factors which must be addressed to truly reach Malaysia’s goals of global competitiveness within the next decade and to make any significant changes to this situation.

First, PKR recommends a shift away from the historic equity restrictions for approved investments, and that the FIC should be retasked to monitor the national distribution of equity under present policy. The foreign share of the national economy has reduced significantly since the NEP (and its consequent policies) and the FIC was introduced. The equity restrictions imposed by FIC are now seen as a barrier to investment while not materially assisting the growth of disadvantaged groups. For example, corporate transactions through mergers and acquisitions when they fall under the Guidelines of the FIC on Take-Overs and Mergers, have to restructure their ownership structure to comply with the NEP (now the NVP). Moving away from equity limitations at the enterprise level will stimulate investment (and FDI) while FIC can act as a facilitator and monitor for participation of disadvantaged groups in macro economic context using incentives to encourage participation rather than restrictive legislation.

Second, PKR proposes that tariffs and other entry barriers need to be eliminated in order to negotiate trade agreements with other ASEAN countries, Japan, the EU and others. To sustain the competitive advantage against especially India, China and Singapore, Malaysia will need to upgrade the educational system to educate and attract high skilled labour in focus sectors, such as engineers, biochemists, industrialized farmers, etc.
3.2 PRODUCTIVE BUSINESS INCENTIVES

PKR believes that reduction in taxes and other levies to the business sector, in the proper environment, will result in increased investment and consequently job growth. Additionally, PKR’s proposals are to focus on key sectors to maximize impact of tax-rebates on industries strategic to Malaysian growth and development. After opportunities to lower the overall business tax burdens, PKR would then offer more sector- and productivity-driven incentives to increase investment in critical areas and companies. Examples of these policies are:

    1. Tax rebates for those who export to a certain level (similar to Chinese initiative)
    2. Tax rebates or even direct subsidy to fuel efficient and labor intensive operations to help provide incentives for companies to migrate to more fuel efficient production methods and keeping people on the payroll.

3.3 REFORMING THE PUBLIC TENDER SYSTEM

One of the core pillars of the PKR economic agenda is that all government contracts must be tendered in an open, competitive and transparent manner. Towards this end, the following policies will be implemented by PKR as quickly as possible:

    1. All qualified companies shall be provided with equal opportunities to secure Government supply contracts and projects.
    2. To prevent destabilizing disruption to the current system, this policy shall be implemented on a gradual basis, commencing with projects or supply contracts sized above RM10 million for 2009.
    3 In view of the challenges brought by globalization and to honor our international commitments to free trade, all tenders shall be made competitive, open and transparent by 2015.

PKR projects that on the conservative assumption a 10% savings is achieved via the new tendering system, it will generate an absolute savings in excess of RM5 billion per annum as well as bring about quality improvements that are of a large magnitude.

3.4 DOWNWARD ADJUSTMENT OF THE FUEL PRICE

PKR proposes to review the downward adjustment of fuel price so as to reduce growth constraint pressure brought about by the government’s mismanaged and excessive fuel price hike other inflationary factors in the economy. The downward adjustment will mean lower fuel costs for businesses which will enable them to expand production. Further growth will also come about as a result of the increase in disposable income of the average Malaysian arising from reduced energy related prices. The impact of the oil price adjustment will also result in a stimulation of consumer spending and help moderate the current slowdown in consumer credit growth.

With our proposed downward adjustment of the fuel price, our aim is to reduce inflation to less than 5 percent

3.5 STRATEGIC PUBLIC TRANSPORT INITIATIVES

PKR considers public transportation infrastructure a priority for investment, but also formajor systemic reform. PKR will improve the quality of the nation’s transportation infrastructure by optimizing the development expenditure for the sector. Key attention will be given to the 3 highly congested urban centres – the Klang Valley, Penang Island and Johor Bahru. A blueprint for a “Klang Valley Circle” rail network will also be developed to improve inter-suburban connectivity, by-passing the congested Kuala Lumpur city centre.

PKR also supports a policy to strengthen and link up the public transportation network nationwide in a manner that revisits Malaysia’s “old” cities such as Ipoh, Seremban, Melaka, and Alor Star and links them with fast rail service. PKR projects that just Singapore’s population of 3 million tourists, with income 4 to 5 times that of Malaysia, would be introduce to innumerable new tourism spending opportunities if from Singapore they can take a train to Melaka in 45 minutes or Ipoh in 1.5 hours. This inflow of high income individuals would have marked impact on local economies and foreign reservesIn addition, the interconnectivity of these cities will foster greater trade and information flows with affect domestic consumption and investment. Finally, improved rail transport opens the path to future re-developments of these older cities in the medium term with less infrastructure costs as compared to current investment in new city-creating mega projects. PKR believes Malaysians must think of the public transportation network of the future in terms of the flow of people, investment and business — not simple mega-projects for funds to be siphoned off from the economy.
3.6 CURBING PUBLIC EXPENDTURE ON MEGA-PROJECTS

Historically, the BN government has a notorious track record for wasteful and extravagant mega projects that cannot justify close scrutiny. In addition to the aborted RM1.13 billion crooked scenic bridge, a RM9 billion undersea cable-tracking project has also been proposed and there is now a proposal for a RM15.2 billion high speed broadband (HSBB) project to wire up 2.2 million so-called high economic impact premises.

Not many details have been released about the HSBB project since the plan was initially made known by Deputy Prime Minister Datuk Seri Najib Tun Razak last September. If this latest example of a mega project is approved, the expenditure will cost the public approximately RM 7,000 to wire each premise – a totally unjustifiable sum.

To prevent the likelihood of financially irresponsible mega projects burdening the public, PKR proposes for the current budget year and the remainder of the 9th Malaysia Plan period to undertake a rigorous priority review of all proposed mega projects costing RM1B upwards and to assess their socio-economic viability, affordability and intended impact on national development. This review will be conducted as transparently as possible and will include the use of independent and credible professional bodies and individuals.

The strict adherence to higher standards of fiscal prudence by the PKR government – beginning initially with mega projects and to be extended to all new projects - will prevent public funds from being wasted or hijacked by political cronies of the BN. It will also enable the savings to be channeled towards programmes bringing higher returns for the public, including those aimed at helping the low and middle income earners.

3.7 REFORMING THE CURRENT SYSTEM OF AWARD of AP’s

PKR proposes as a part of our new source of revenue as well as to negate the rent-seeking culture, the approved permits (APs) currently issued for free by the Ministry of International Trade & Industry to a select pool of “businessman” shall be auctioned to the highest bidders. Based on an estimated 70,000 APs issued per annum and a conservative RM25,000 market price, the auction will provide an additional RM1.75 billion to the government coffers.

3.8 MEDIUM TERM PROPOSALS

PKR’s medium term proposals are focused on the policies that PKR believes must be changed as well as on the new policies that need to be put in place in order to raise the Malaysian economy to a higher level and to realize the full potential of Malaysia’s diverse human resources and geographical regions. These proposals are also based on the removal or liberalization of archaic or self defeating entry barriers that stand in the way of ensuring sustainability and improving growth in the various sectors to benefit all Malaysians. Finally, they are based on taking the country’s economy forward in meeting the unprecedented challenge from other regional and global players and in coping with the more uncertain and rapidly changing external economic environment.
